Assistance The Galveston Community Development Corporation, a non-profit agency substantially funded by the City of Galveston, offers a First Time Homebuyers Program to promote home ownership throughout Galveston. GCDC provides eligible qualified low-moderate income homebuyers up to $5,000 for down payment and closing cost assistance.
