The Galveston Housing Authority (GHA) Board of Commissioners unanimously recommended that residents of Gulf Breeze Apartments be allowed to return to their units when renovations are complete. The return would be voluntary and the GHA will be compiling a list of those residents who have expressed a desire to return.

HUD guidelines require the Housing Authority to relocate residents displaced as a result of modernization to a comparable suitable unit. Hence, the relocation of residents back to their original unit would not be funded by HUD. However, in an effort to mitigate the emotional impact on our families, the GHA will absorb the cost of the second move back to Gulf Breeze Apartments and related expenses. The HUD Uniform Relocation Act authorizes the GHA to relocate a resident to a suitable unit that is decent, safe, and sanitary, pursuant to HUD guidelines. If these criteria are met, HUD regulations affirm that the Housing Authority has met the threshold of an appropriate replacement unit.

The mission of the GHA is to provide and professionally manage an adequate supply of safe, affordable housing of reasonable quality for low to moderate income persons while administering programs that offer opportunities for residents to advance in society. Be a leader and work in partnership with other agencies to enhance the quality of life of all persons of low to moderate income in the city.
