Galveston Housing Authority (GHA) received a $ 2.67 million grant in American Recovery and Reinvestment Act of 2009 (ARRA) funds in March of 2009. This grant is being used to modernize the Senior Development, Gulf Breeze, at 1211 21st Street in Galveston.

The grants are allocated through HUD’s Capital Fund Program that provides annual funding to public housing authorities to develop, finance, and/or modernize the public housing in their communities. The funding must be used only for financing completion or renovations on public housing in agencies' respective communities. It can be used to make large-scale improvements such as new roofs and to make energy-efficient upgrades to replace old plumbing and electrical systems.

All of the grant funds have been obligated and will be expended well ahead of the March 2012 deadline. The work being conducted at Gulf Breeze is the modernization of floors two (2) through eight (8) which is a total of 140 apartment units. The modernization work consists of asbestos abatement of floors and ceilings, replacement of ceiling and floor tiles, modernization of kitchen and bath rooms, electrical upgrades, new A/C units, new appliances, new doors and windows, and painting.
